Draining coolant might be too much in the overflow.
Increased pressure (cap) increases the boiling point - so north of 220 with a high pressure cap might be OK, although I would be a little nervous.
But the spewing of steam would be a sign I could not chalk up to anything else, assuming normal pressure cap and right volume of coolant in the overflow tank. 
The normal operating range may be different for different cars. Some folks here say their car NEVER overheats - hence the question. If normal operating temp. is 195, then anything over that is overheating. I consistently hit 200 with no problem, but it bothers me.
