The definition I found was when the temperature  exceeds the normal
operating range. The temperature at which the coolant will boil is
dependent on the ratio of coolant to water and the pressure rating of the
radiator cap. I know in my car if the temp gauge goes north of 220 I start
worrying and looking for a problem.
