Driver probably flipped it coming around the corner.
Once it was on its wheels again, it began to roll, but the cable hook
had probably giggled loose once it hit the ground so there was no
holding it back from rolling.
You can see the cable in the vid.

I've been around tow drivers flipping cars over and it's a pretty
mundane job.  The lesson learned here is to attach a second cable to
prevent rolling, but it's not something most drivers will probably think
about ahead of time... until something like this happens.
