I don¹t think they get military surplus because they need it.

They accept the surplus because the military wants to get rid of their
surplus.

Now, whether they accepted an Apache or not, I rather doubt it.  Aircraft
are expensive to maintain.  They wouldn¹t accept an Apache unless they
planned on turning it into a non-functioning display.  That¹s more likely
Internet garbage.
