Here is the link to the SCCA Solo II  rules.  Section 2  is the course description. Lot of common sense stuff or you can get very technical.

You may try to contact someone at  ACO and see if one of the local car clubs is having an event close to the date and where you want to be.  An alternative is a local clubs are always needing money.  They may be willing to set up a course and they have all the needed equipment. That is the easy button.
