Of course the force is the same at both ends. You can't compress a
spring with different amounts of force at the ends unless you let it
move away.

"lowers carrying far more weight" seems illogical. I expect that the
uppers see less shock assuming that the shock absorbers are actually
absorbing shock between the lower and upper mounts.
