Yes. I joined the mail list shortly after it was started outside of
POCA. I've chosen not to join POCA (or PI at the time) as I have enough
unread publications that I subscribe to at home already. Any other
benefits from membership are mainly lost to me as a foreigner. As a
board member of the Swedish De Tomaso Club I'd like to think I'm paying
my dues to the community that way.

What you mean to say there are Pantera freeloaders out there?

In all honesty who in N America wouldn't join POCA and support the
people that support you? The price of admission is a mere $75 annually;
you probably save that ten times over with the advice from the forum and
you get Profiles magazines and a monthly newsletter on top. Do POCA mail
the publications internationally?
