Most likely not.

This happens when the voltage at the alternator is higher than at the ignition switch. It lights for the opposite reason compared to the normal reason.

If you drop the rpm you will likely see that it glows darker or goes out. It will also glow brighter if you turn on the fan or the lights, or anything that draws more than a few amps. 

It may indicate dodgy wiring from the alternator. Cleaning the connectors may reduce the issue. 

You can probably fix it by installing a diode in series with the bulb if it is annoying.
