FWIW, a good friend of mine who's a police officer says "always choose trial by declaration" (an option in CA, but I don't know about other states). He says that unless someone really pissed him off, he often doesn't bother to respond to trial by declaration cases because he typically has to write his response at the end of a shift when he's busy with other shift-related paperwork and often encroaches on his own time.  And, if you lose, you still have the option of requesting to go to court and fight it again, in which case, if the officer doesn't show it gets thrown out. The rub is that if he does show, most judges will not be willing to reduce the fine as they will consider you to have wasted the court's resources/time.  Something to think about.
