I would agree it is risky.

I had an older Rav 4 with a very small wife (who has since passed). She
sat on a pillow up against the steering wheel. We decided to dissable the
airbag. I removed the center console where the controller was. I unplugged
the battery and walked away for about an hour. I sat in the back seat and
pulled the plug (just in case).

I left and she was to meet me. She go in to meet me but soon found the car
would not get out of park with the airbag disabled. I had to make a pin
for the gear shift release. It also meant it could be pulled out of gear
at any time. We from then on treated it as a manual shift car and started
using the parking brake.

We drove the car like this for several years. When it came time to sell
the car I reversed the process. Even plugged it back in while sitting in
the back seat. Restored the shifter lock. Not sure it would be "correct"
but it is what we did...for that car.
