The fees issue should be clearly stated on the website-- ebay will probably get something for their trouble, which is understandable.

You can end an ebay auction at any time while it is still active with no
epercussions.  If he was to sell you the car after the auction was over and
here was someone else who won the auction then there might be a problem.

I am trying to buy a car that is listed on EBAY. The car has cleared its
eserve. The car is local to me and I am trying to convince the seller to
ell it to me outside of the EBAY auction.
He is nervous that canceling the auction and selling to me will cost him
ees and perhaps hurt his EBAY status.  Does anyone know what happens to the
uyer if you cancel an auction after the reserve has cleared?
