[DeTomaso] Ethanol "enriched" (diluted) fuel - performance?

Questions:

Decreased mileage MUST = decreased performance?  Can we re-jet and/or retime to regain or improve performance?

Isn't this "stuff" just corn alcohol?  Isn't there some chance of increased performance like running alcohol. IIRC, alcohol makes the motor run cooler and can make more power???
