If you are down to the metal, I would use Alodine chemical conversion coating (be sure and read the directions-it should dry to a light golden color) then prime with zinc chromate. This is the technique that we used on Navy ACFT.  It's hard to find a harsher environment that on a carrier at sea.

After painting with color coat you might want to consider a clear coat.
