Maybe an unusual possibility but it has happened to me.
If the rod that goes to the clutch peddle is set too long it doesn't come 
out far enough for the plunger to get past the hole in the master.
It this happens fluid cannot enter the master bore area and it doesn't get 
more fluid to push.
If you have the old master you might be able to look though the reservoir 
and watch the plunger go past the hole to see what I mean.
  If the plunger starts out past the hole you will not get things to work.
If this is your problem then adjusting the linkage and rod will get you to a 
point where you can bleed the system.

Hi all,
reinstalled clutch slave after having ZF rebuilt.  using CNC 3/4" master and 
Pantera East long throw slave.  which was on the vehicle and working before 
the ZF overhaul.   so typical, fix one thing and find more to fix.

  tried bleeding system with air powered vacuum on bleeder of slave and 
nothing is coming out.

disconnected everything and cleared the pipe with no problem.  Reconnected 
everything...holding fluid but I have zero pedal.
Reservoir is full and stays at full level regardless of what I do...i.e. 
pump pedal or use vacuum.
So I need some fresh thoughts about this.   Why am I not getting fluid 
through the slave.
