Take it out and bench-check it- it's a simple two wire DC motor that
operates ungrounded so it can be driven in both directions. Sometimes the
insulating stand-off cracks and/or gets saturated with water so the motor blows
fuses. It's the identical motor to the window motors in the doors, except for
that bakelite stand-off on one end.
If you find it bench-checks OK, the microswitches that determine the
motor's direction of rotation can be taken apart and cleaned with Contact Cleaner.
Finally, the light's off/on wire is different than the motor up/down wire:
in many cases, the lights will come on but the motor doesn't turn, because
the drive wire on the console headlight switch fell off or was plugged onto
the wrong prong. Check your schematic, or (better) a similar year car.. Good
