As I just retired from an electric utility, crews come from all over the country to help each other out. A utility couldn't afford to employ the amount of crews it takes to recover from a major storm on a full time basis.

By the way, I recently drove from Houston to Little Rock through 
Texarkana. It was the week before the storm hit. I passed SEVERAL tree 
crews on I-30. I am sure they were driving to the east coast. 

I'm surprised at how far these crews drive to clean up after storms. I 
bet they started from Dallas/Ft. Worth, but that's ~1500 miles.
