It's an either/or proposition. Doing both would create the air pocket you describe.

I am not an advocate of that approach, IMO you should have a bypass, the difference is a Windsor has a bypass built into the thermostat housing (via the small hose from t-stat housing to water pump). If you seal off the restrictor plate and use the Weiand pump you have created a large air pocket and diferential heating zone right under the thermostat.
