I agree with Charlie.
If there were a problem with the system other than air flow thru the radiator you would expect it to overheat when running under load on the freeway rather than at idle.
Heat generation is proportional to gas used / power output.

If the engine runs cool when the car is moving but starts to heat up when going slow or idling it means not enough air is moving thru the radiator.

My car did this with the stock fan motors and Meriah fans cured it.

But I don't claim to be an expert on the "special Cleveland thermostat" issue so I don't know if that could also be a problem.

f your car runs at 160 on the highway, then the radiator is perfectly
apable of cooling the engine with sufficient airflow. 
If the temp goes up at lower speeds, then the difference is airflow. This
mplies that your fans are not up to the task. 
If your problem was air in the system it would affect your car both on the
ighway and in traffic. If your problem was that something was blocking flow
hrough the system (like having a radiator tilted at an angle that prevents
ir from going through it) then again, you'd have problems on the highway
nd in traffic. But in traffic your fans are apparently not capable of
enerating sufficient airflow. I'd look at those.

 years ago I took out the original radiator and replaced it with a  
luidyne Radiator . I installed a 160 thermostat and a new high flow water
ump.  
 am changing the thermostat to a robert shaw 180 which is cleveland 
pecific. I  understand from others that the 160 is most probably for a
indsor and 
ould be  causing non highway cooling temperature increases.   

he car was sent to a shop in California. They laid the radiator down,took  
ut the original Meriah Fans and installed two sucker fans. 

o improvement in cooling has been seen. At highway speeds the temperature  
s steady at 160 degrees. As soon as I pull off the highway and drive 
round  town the car temperature starts to rise. In the summer months or
ust 
top n go  traffic , the temperature will increase to 220 plus .

 just want to make the car temperature within reason when the car is off  
he highway. 

y question is .............Should the fluidyne be laid down when it was  
ot designed to be laid down ?  Or is my whole problem with rising  
emperature air that is trapped in the cooling system.

pen for suggestions .
