Then Ford was wasting $$$ with redundant short-circuit protection. Since
Ford's bean counters are VERY efficient, I'm still betting on the thermal
fuse function.

I took a look on some of the other guys' forums and found a reference to
short-circuit protection.
That would agree with the dirty-old-fuse answer.
