[DeTomaso] BRAKE HELP NEEDED

My 1973 GTS has brakes that really don't work very well.

I have Wilwood calipers and a Wilwood master cylinder.  Since the engine only makes 13 inches of vacuum at idle I don't feel I can rely on it to assist the booster.  The booster is attached to a vaccum 
resevoir, which in turn is attached to an electric vacuume pump.

The brakes seem to work well only sporadically.  Sometimes they bite and other times the pedal is very hard and the brakes do not bite.

I am thinking of going to an electrically boosted hydraulic system, but the downside is big bucks ($1250, plus shipping and plus installation)

Anybody have this problem?  How did you solve it?  Has anybody instalkled electrically boosted hydraulic brakes in their Pantera?  What problems did you encounter?  How did you solve them?
