Scat makes a forged steel, internally balanced, crank for the cleve.  I
bought it as part of a 383 stroker kit about 2 years ago.  It wasn't in
their standard catalog at the time.  I haven't checked recently.  The kit
was very reasonably priced.  I made my own snout spacer from a chunk of
stock crank.

SCAT has a range of forged 351C main (SVO style Windsor crank with Cleveland
mains, requires a snout spacer when used in a Cleveland block) cranks that
vary mainly in the level of finish machining.  The range includes standard
weight, lighweight and superlight.  Flatlander's prices for these are $639
to $1109.  Be aware that SCAT's Cleveland main cranks are designed to be
externally balanced (to 28.2 oz-in).  For the 7500 RPM that you are turning,
you'll probably want to be internally balanced.  That can add a substantial
cost to a crank not designed for it, depending upon the weight of the rod
and piston.  However, I had a 4" stroke SCAT standard weight Cleveland main
crank internally balanced recently from Brent Lykins and he was able to do
it with a minimal amount of Mallory metal so the cost was reasonable.

Beyond SCAT, there are a bunch of custom crank shops out there.  I think LA
Enterprises is still around but now called Pankl.   A partial list of crank

Be aware that you may have to wait a long time on a custom crank, even from
places like Eagle or SCAT because the raw forgings are produced in batches.
I had to wait 9 months for my first 4340 SCAT crank but they are faster
these days.  If I was going custom, I'd Sonny Bryant would be at the top of
my list.
