Your problem as outlined by Julian and Thomas can certainly be corrected
using all-stock parts- at substantial cost, so depending on your economic
status & how handy you are, a major Pantera shop will have these parts
available, or they can do it for you. Alternatively, there are in-line cable
gearboxes available thru many big speedo-only shops in larger cities that can
correct such things. The Police use these- oem speedos are inacurate on all cars
but they must have certified-accurate ones to write valid non-radar speeding
tickets. Hall Pantera used to sell one for his giant-wheel adaptions- dunno
if they still do or whether they have various ratios available.
Finally, if all else fails, a programmable electronic speedometer with its
face changed to match the other gauges, can be installed. Autometer makes
one commonly used. Note- this will eliminate the stock speedo, the drive cable
and the angle-drive but cost close to $400 by the time you add a sender and
wiring. You can sell the stock parts to defray most or all of the cost of
the Autometer. Once installed the Autometer is reportedly very accurate and
trouble-free, and can be re-programmed at any time if by chance you change
tire diameters in the future. Those are your options- good luck- J Deryke
