I guess it goes without saying that there are 3 pedals in a manual tranny car-- the one in the middle applies the brakes and the one on the left disconnects the engine from the transaxle.  If there is no rev limiter you could blow the engine, but it it better than running into stuff / people under full power. 

But I guess it could have all happened so suddenly the driver was paralyzed with shock / fear.

Somebody who was there told me:
The cars where lining up and suddenly one of the cars revs up and goes thru 
 group of people and stopping in to an mobile ice cream bar with an very 
ld man lying on the hood and one under the bar. 6 persons are injured, 2 of 
hem quite bad.
