I noticed that. The last thing you want in a c-spine fracture is a force which would cause it to displace and compress the spinal cord !!

Not just that but it looked like he was pushing down on his helmet with
is hand.

 I was surprised to see that the course worker removed his helmet. If he
 was going anything more than 60mph, the first thing they should have done
 was put on a c-collar.
