You never need increased flow at higher rpm--in fact it's probably a 
disadvanage.   NASCAR-type engines that rely on mechanical water pumps often use 
underdrive pulleys to slow the water pump down so that the water doesn't 
cavitate at high rpm.

There is an optimum flow rate.   A mechanical pump will deliver less, or 
more than that rate, most of the time, depending on engine rpm.   A great 
advantage of an electrical pump is that no matter how fast the engine is 
spinning, the coolant is flowing at a fixed rate (which is hopefully somewhere near 
the optimum rate).
