That's Hall Pantera's front-end lift kit.   They don't offer it anymore, I 
don't think, but for years they offered it for GT5s and so forth.   Flick a 
switch, and an air compressor (or hydraulic pump?) would raise the nose 
several inches, to clear driveways, speed bumps etc.
