Have you considered a brass plate fastened to the rod on the inside of bulkhead? This could allow you to tap various size holes, thus matching the ring lugs you choose to use for the different wire sizes you use. Also you would not have stacked ring lugs. Just a thought.

    I appreciate the suggestions, but what I really want it a smaller threaded stud on the inside.  I know I can just buy a short stud and sandwich the bulkhead between a couple nut, but then I have to use BIG ring terminals on the all the ground wires.  I just thought it would be cleaner to be able to use small ring terminals.
 
    If I can't get what I want, I'll just make something.  I think this would provide a really good ground point since the battery ground cable will be attached to the opposite end.

You can buy a piece of threaded copper rod,  few flat washers, nuts and
maybe some rubber washers (just to keep it from squeaking) and make it
fairly easily.
