Roger,
I don't know of the company, but my impression is that's a very mild Cleveland build for the money, but like everything it's the sum of the parts (quality) that's important  I'd at least get a comparative estimate from the likes of Russ Fulps as I feel you could likely get a custom build for not a lot more and built by someone with a reputation in the Pantera community.

As I'm sure you are aware having documentation to show the block wall thickness was checked and knowing that it's not bored more than .030" over would be paramount. If shipping from the US to the UK I'd also want it broken in by the builder first to be on the safe side.
