Depends on whether you intend to race the car or not. For street driving, 
put it where its easy to get at for cleaning. It has nothing to do with 
efficiency- the filter will work either way. But some sanctioning bodies (such as 
SCCA) require an add-on filter to be on the suction side of the pump. Done 
the other way, you have a small pressurized container full of gasoline; if 
there's a fire back there, it's a bomb waiting to add to the damage. And do 
NOT use those little toy glass-body filters designed to attach to a carb 
inlet- they break in several ways, usually at the worst possible time.   FWIW- J
