Will,
 
The pics are a bit too small to see in default, but If you choose "Full size"  on the 2nd pic you can see the arrow clearly.    What's not so easy to see in the pics (you can see it in the first pic) is that the blades have a pitch to them.
 
You are correct,  that either flipping the fan over on it's shaft (same side) or flipping it to the other side will fix the problem.   The mystery is that the arrow is in the wrong direction and I assume that the original assembler just followed the arrow.... which would imply that there are a number of Pantera's like mine out there. 
 
What makes this more confusing is that the shroud is clearly designed for the fan to go in the direction of the arrow on the fan blade, but the fans themselves are designed to go the opposite way, which sort of implies that the mistake orginated back at the fan supplier, and propogated it's way down to the car. 
 
Disregard my previous comment about the air flow direction being opposite for the shroud housing even when the fan is turning in the correct direction.   With this design one of the shrouds will be optimal and the other side will be sub optimal (as one shaft spins both fans the same direction).
 
I can just imagine the battle going on in the fan between the centrifugal force trying to throw the air into the shroud and and the fan blade pitch trying to send it the other direction.   My blower moved a lot of air around the fan blades, but almost none up through the box.

Hard to see in the pics, but could the fans be mounted on the wrong sides?

With that design, there should be a right and a left.
