You have to decide who you want to trust.  That's the problem.  We can't
tell you.

1.  If you have a roller cam, you need to make sure the oil port doesn't
come out of the lifter bore.  Otherwise, you'll have a loss of oil pressure
at full lift.

2.  I like the Moroso restrictors, but I don't think they are mandatory.

3.  A proper baffled pan is a requirement.

4.  I like the front to back oiling line, but I don't consider it mandatory.

5.  I did a mod described on the network54 forum where you put a restrictor
in the #1 cam journal by tapping from the cam down.  You put a plug in the
crank journal side.  I can't describe it here.  There's a picture that helps
a lot.  This mod is not required.

6.  Install the cam bearing as far forward as possible.  Installing it far
forward keeps it from leaking a lot of pressure onto the cam gear.  This mod
is not required.

7.  There is a mod where you drill a hole in a plug to provide a steady
stream of oil onto the distributor gear.  I did not do this mod, but I think
it is a good one.

8.  Some people use grooved bearings for top and bottom on the crank or
something like that.  It is supposed to help.

9.  Some bush the lifter bores.  This is probably worthwhile, especially if
you have a roller cam.  I don't consider it mandatory, though.

So, the only mod that is really required is a proper baffled pan - in my
opinion.

As a more direct approach, if someone has a Cleveland with the pan off, just
measure the distance from where the tube enters the block to the lowest
point of the crank throws and compare that to the corresponding dimension of
the dip stick and tube?

This has got to be the most confusing topic I've run into in my quest to
build a 408c.  
After spending many hours on various forums I am totally befuddled by the
massive amounts of conflicting and differing recommendations.  
I could blow up the engine with them, or without them.  At this point I wish
I had never heard about oil restrictors!!!! 
The plan for my 408 was to use roller cam/lifters/rockers.  
I'm sure many of you have run into the same dilemma.
Whom do you trust or believe?
