Hi Bill, 

I think the original "rust encapsulating" paint is POR 15...and the name is
slightly misleading. Although I guess you could paint directly over flaking
rusty corroded metal...the intent is that you can seal the moisture out with
metal that is slightly "seasoned" or oxidized across the surface. I would
always knock off the loose debris and wire brush it down to metal that is
secure, but the point is you can seal out or in future corrosion and the
product is chemically designed to adhere best to oxidized surfaces. ( in
other words, it bonds BEST to metal with some oxidation, the paint will
literally fall off if the metals is new and clean) but POR also sells a
product to prep clean metal for their finishes.

 I can attest through multiple projects and having been around this product
( and rust) for many years, it works fantastic. I've also had Kirk Evans
recommend it to me to seal cavities and floor pans...etc on my beater
pantera after the metal works is done to protect it ,so he uses it. 

Im not familiar with eastwoods product but these paints do work. POR is an
expensive but great product for moisture protection. Stronger than powder
coating, and can be applied to look actually quite nice in gloss, or semi
gloss black options. There are some tricks in application for nice finishes
( temperature, curing conditions, method of application, etc) to get the
highest quality result, but I do think it works very well.

Panteras don't have rust, so this may not apply here, but - I have an older
bumper-pull horse trailer that is getting some rust through spots.  Without
going to lots of work, does that Eastwood rust encapsulator work, or am I
just wasting my time.  Thanks, Bill
