There should be no dressing applied to belts. Replace the belts or rough
them up with some coarse sand paper and readjust for proper tension.

I used to work in a shop many years ago when we had belt dressing in stick
form, like rouge for polishing metal. They probably quit making the stuff
after enough fingers went thru pulleys and belts. :-]]  I seem to remember
that brake fluid on belts could stop them from squeaking?

I would fire one of my mechanics if he used belt dressing. Worst crap to
ever put on a belt. If noise is your issue then spray Foamy Engine Gunk on
inner belt surface while running. If belt noise is there then it will stop. 
Now spray on more and wash off with pressured water while running and noise
should stop.
