If you don't often use the device (called a 'windshield washer' in the 
U.S), soap builds up at the outer edge of the jet on the cowl, dries and no 
liquid can flow out. The only way I've found to fix such is just like you did- 
with a drill or a small wire. Occasionally, the pump will sieze from the same 
cause, but adding water and manually turning its shaft usually suffices to 
free it. Being a Lucas device, its been used on millions of English cars.
