Another possible solution:

Buy one or two of these:
http://www.summitracing.com/parts/SIM-31018/

Then a couple of these:
http://www.summitracing.com/parts/GFR-107W/

Be sure to use a small cotter pin or safety wire on the latch once  
they are attached.  Part of the rules.

This is what I used on my Pantera and they work great.  This would  
give you the flexibility you need to thread the belt I think.

The eye-bolt should fit any standard seat belt mounting hole.
