Something to think about: If you want others to use your diagrams,  the 
best vehicle for distribution is PDF.
 
Another something to think about: All CAD programs require  significant 
effort to learn. Pick a CAD program which has a large user base and  free 
tutorials on the web. Google SketchUp (I believe has have free  versions) could 
be used as a line drawing program which you can expand to  dimensioned 3D 
drawings later.
 
There are several freeware programs which intercept the CAD program  output 
to the printer, convert it to PDF, and save the PDF as a  file.
 
I use Autocad to make my diagrams because I know how to use it  and because 
I got it free from my son. I use PrimoPDF to convert the printer out  to 
the PDF file.
