There are many things that cause the engine to act like it has a rev
limiter.

a) already mentioned - incorrect voltage
b) I've heard a bad coil does this, but I've never experienced it first hand
c) plugged fuel filter
d) anything else?

I've seen c) and I've suspected a), but I couldn't prove it.

BTW, I posted on the Space City list, but not on this one...  I disassembled
by fuel lines today.  I removed the AN line right before the filter, and
about a thimble full of rust came out.  That's not what I was expecting.
Luckily I have a large racing filter.  If you have one of those small clear
filters, and if you have rust in your tank like I do, you likely have a
plugged filter.

If the coil is designed for 12V but is supplied via  a ballast resistor or 
ballast wire you could have this sort of  problem.
