There are several types of sound control: 
Dampeners are used to eliminate or reduce structural resonance and  
vibration. Vibration dampers are not designed to block sound. They  work by turning 
the vibration into heat, ala Dynamat. The butyl adhesive  layer accepts the 
vibration/resonance, the foil layer stops the vibration  keeping it in the 
butyl layer. The foil may also be good for heat  reflection. 
Barriers are used to block and reflect high energy airborne sound. To  be 
effective it has to completely seal off the sound. Barriers are  typically 
absorbers. 
Absorbers are used to soak up sound. To be effective they are  made with an 
isolating layer like foam, a dampener layer to kill the  sound that makes 
it past the isolating layer, followed by another isolating  layer.
