Thanks Doug, and to all who gave information :
 
I have remeasured things a hundred times and also tested the R.S. stat  in boiling water and measured the closed/open travel of hat/foot. I now believe the hat will go into the restrictor hole by about .097 plus. So it appears that the items will work in my block as Ford intended. Though this block and the one I removed from the Pantera have a different amount of side wall in the restrictor seat area -------- this block will not allow me to drive the restrictor lips past flush with the block as the old Pantera engine would.

On my original, unmolested 351C block the brass bypass plate's top surface
measures 1.04 inches from the block's T-stat seat.

The bypass plate has a 0.75 inch diameter hole with an area of 0.442 sq in.
 
The foot of the thermostat has a 0.66 inch diameter with an area of 0.342 sq
in.
 
The foot of the thermostat can block only 77.4% (0.342 x 100/0.442) of the
bypass plate hole if it is perfectly (unlikely) positioned vertically in the
bypass plate hole.
 
This means that 22.6% of the water volume which bypasses when the thermostat
is closed can still bypass when the thermostat is open.
