You can verify that the gauge is working by measuring the voltage  at the 
senor terminal (or the back of the gauge) with the sensor  disconnected.
 
Get a Borg-Warner WT324 or a Niehoff TS 25571 sender. Getting a  generic 
sender for a 351C Cleveland equipped car doesn't guarantee  anything.
