This tech stuff mainly refers to Water Wetter vs a 50/50 water/glycol antifreeze mix and is very educational.  Interesting that they mention that if you have magnesium in your system you MUST use glycol with the WW-- but don't say why.
WW is a surfactant and decreases the surface tension of water, as it says, which allows more efficient "microboiling" at the contact point with the metal.  I believe water also has a very high "negative heat of vaporization", the amount of heat it takes away when it boils, compared to other liquids.  (Hey, college chemistry class was a long time ago.)

I didn't read every single word but I didn't notice any statements that it helps a 50/50 mix to cool better, but for that price its certainly cheap enough and probably won't do any harm.
