That is certainly believable, Chuck
Without knowing what era Ferraris and Masers the quote is referring to it is hard to respond. Currently Maser and Ferrari are both owned by Fiat and use the same engines and technologies, so I doubt there is as much difference as there was when they were separate entities.

But vintage Ferraris were toys built for the very rich and only designed to last a few years, so there wasn't much point in putting a lot of quality into them.
There is an article written by an owner from back then saying that by 1967 his 1962 car has rusted so badly the floor of the trunk was completely gone. When he got a new 1967 car it came with no warranty at all. 

Enzo Ferrari was not a very nice person (actually he was a total a$$hole) and looked upon his customers with disdain. He only built cars to sell to fund his factory team cars.
Sergio Pininfarina, who designed almost all the street Ferraris, was largely responsible for the success of the marque because they are so beautiful.

            Two minor points that Ferraris are not the perfect devine
roducts of Roman gods.
            The author of a well regarded book on Sebring in the seventies
uotes one of the members of the Ferrari team that the Ferraris always
rrived with numerous mechanical and electrical faults that had to be found
nd fixed before the race.
           There is a very well know Ferrari and Classic car restoration
hop in Gainesville, Texas: Bob Smith Coachworks.   The Dallas Pantera club
as invited to tour the shop with Bob.  Bob's restorations have done very
ell at Monterey and elsewhere.  A vintage Ferrari had been stripped down to
he frame as part of a high dollar competitive restoration.  I loved Bob's
omment that they had their welder re-do all of the Ferrari welds.  Then the
orrect and proper weld would be purposefully have a thin layer of a
uggered up amateurish weld placed over it to make it appear to be a correct
errari factory original weld!!

Recently saw the uncovered gearbox on a 599, looks like a sandcasting made
y a 10th grade art class.  Horrible.
