That's something you buy from Summit, Jegs etc.

Interestingly, the same valve is marketed by numerous different 
organizations and prices are all over the map.   Summit Racing lists a bunch of 
knob-adjustable valves, yet when you look closely you'll see there are only three 
or four different designs, being marketed by a bunch of different companies:
