Is the material "flat" black...as opposed to gloss black?

That's a good deal.   Those decals were made by Gran Tourismo, a company 
that was set up in the early 1970s specializing in various Pantera 
accessories.   I have a set of original decals that came to me in my huge parts stash, 
new in the box, available for $200, so if you can get them to retail at $100 
for a set you're doing well!
