Our hybrid burns gas just like any other car, so we are paying gas tax.

We also pay tax in the PITA from driving a car that's slower than my
ex-wife.  You don't benefit from the tax, but it hurts just the same.

You should also research where the fed gas tax goes.  It used to go to the
feds who would give it back to states to build and maintain roads.  Bush
changed that after 9/11.  I believe it is mostly going to homeland security.
The feds won't fund new roads anymore until there's a feasibility study on
the road being a toll road.  My point is the fed gas tax is only partly
responsible for bad roads.

You could argue that cars getting better MPG (electric/hybrid/compact) pay
their fair share by reducing our dependency on oil.

You could also argue that any car that drives on a toll road pays their
share, regardless of how it is motorvated.

In most states there is a flat fee based on the estimated number of
miles you will drive your electric car.  For example, in North
Carolina I would expect to drive 7,000 miles on a 20 mile range
electric car that I expected to drive every day.  I would expect to
pay about $200.00 for the privilege (48 cents a gallon at 20 mpg
gasoline).

Oregon has introduced legislation for a flat tax of $100.00 road tax
for all electric vehicles.

Biodiesel users and natural gas as well as electrics are fined heavily
if it is discovered that they have not paid their road tax (thousands
of dollars).

This is information for the hobbyist, but I believe hybrids are
exempt.  Not sure about more interesting new cars such as the Leaf
that can get an effective 80 mile range or the Tesla that can go over
200 miles at a crack.  I suspect it still depends on your estimate,
verified by odometer readings.
