But what happens if car is reg'd after 1975 and on CA historic plates?  
Still a smog test exemption?

If you have a Pantera that has been in the state for many years it doesn't matter much, but if you buy a car for $100,000 then bring it into the state you will pay 2% or so of that EVERY YEAR for your annual normal registration-- so $2,000
The HV reg is like $50.

What will be the main reasons to register a CA vehicle as historic?
nstead of just keeping the regular plates.

 In Washington (the one next to Idaho), you can get "Historic Vehicle"
 plates for anything over 25 years old as I recall.  A nice 1968
 Mustang parked outside on my way home has historic plates on it.  That
 would be 40 years old plus, but I do think it's 25 years to be
 eligible.  (I'm too lazy to check actually, but have been told my 1973
 Pantera qualifies).

 And it's a permanent registration requiring no front plate.  Bonus!
