I was unsure if HV reg exempted a car from biannual inspection, but a friend with an early '80's Ferrari knows someone at the DMV in Sacramento who investigated it. The answer is yes, and he changed his reg to HV. This is probably a loophole that some bureaucrat will notice and close at some point, so I don't go around telling everyone I know about it. LET'S PLEASE KEEP THIS UNDER OUR HATS!!!
I believe any 25 yrs or older car can be reg HV as long as there are < 2000 cars of that type reg in CA, but I don't know where I got that number from.
Whether going to HV reg AFTER you have been nailed for illegal modifications will save you I don't know, but it's worth trying.

collector plates a few years ago:
Washington Historic "Collector Car" License Plates: $30 for currently
licensed vehicles. You get 1 plate for the back only!. You must turn in
your old plates, bring in the title, and have proof of identity (drivers
license). They provide you a white paper plate until your new one arrives

vehicle manufacture date.
Antique vehicles must be:
* At least 30 years old
* Owned and operated as collector vehicle
* Capable of operating on the highway.
Collector vehicles may be driven:
* To and from auto shows, circuses, parades, displays, special excursions,
antique car club meetings
* For testing purposes
* For pleasure of others without compensation.
Collector vehicles may not be used for:
* Commercial purposes or to carry a load, or
* Regular transportation in the manner of a fully licensed vehicle.

In Washington (the one next to Idaho), you can get "Historic Vehicle"
plates for anything over 25 years old as I recall. A nice 1968
Mustang parked outside on my way home has historic plates on it. That
would be 40 years old plus, but I do think it's 25 years to be
eligible. (I'm too lazy to check actually, but have been told my 1973
Pantera qualifies).
And it's a permanent registration requiring no front plate. Bonus!
