why would you need a permit to tow a car?  the tow vehicle had proper
registration and plates, right?

you know, from all accounts, CA is a funky place, i read that the state has
2.4 million workers on the state payroll, meaning the other folks are all
paying them, no wonder their collective hands are always grabbing money.
