FWIW,
 
Although the flywheel balance is referred to as "28 oz" a  more correct 
description is "28 in-oz." The actual balance weight on the  flywheel is much 
less than 28 ounces (1.75 pounds) but the actual weight on the  flywheel 
combined with the distance to the weight from the center of the  crankshaft 
creates an out-of-balance torque of 28 in-oz.
 
This flywheel out-of-balance combined and aligned with an equivalent  
out-of-balance in the vibration damper compensates for the fact the 351C  
crankshaft is built missing one set of counterbalance weights. That is why the  
engine is called "external balance."
