  That'd be true here too.
My 4-points passed  provincial safety inspection fine.
We'd get popped for the helmet though,  just the same as for headphones 
or earbuds.
They want you to hear external sounds at reasonable levels.
(I know, ultra-soundproof cars, deaf drivers and so-on all exist)
